Calgary election 2025: Ward 11 candidates have their say on the top issues

Ward 11 is one of the hotly contested races in Calgary’s 2025 municipal election, largely driven by a rematch between incumbent Kourtney Penner and challenger, Communities First candidate, Rob Ward.  

They were close in the 2021 election with only 881 votes separating them. In that race, however, there were eight prospective candidates. This time around, there are only three.

Throw in the party politics, too, and that brings in Calgary Party candidate, Alex Williams.

LWC is starting its ward election coverage smack dab in the middle of Calgary as all three candidates have completed the LWC 2025 candidate survey and provide a clear divide between participants.

Ward 11

Ward 11 consists of 26 largely mid-inner-city neighbourhoods in southwest Calgary.

The population of the ward, based on 2021 census numbers, was 102,435. While Calgary’s overall population has grown substantially over the past four years, it’s unclear what sort of impact that’s had on the mostly mature communities in Ward 11.

(Overall, the 2021 census data included in the City of Calgary ward profiles is difficult to rely on for current metrics, given the four-year span in which it was collected).

As mentioned, there are three candidates running for this ward seat:

Kourtney Penner (incumbent) – Independent

Rob Ward – Communities First

Alex Williams – The Calgary Party
