Development partner selected for $5.5 billion Calgary Green Line

The Green Line continues to stay on track, with the selection of the Phase 1 Development Partner.

Calgary’s Green Line Board has now approved the Development Phase Agreement and selected Bow Transit Connectors (BTC) to deliver the $5.5 billion project’s first phase. BTC is comprised of Barnard Constructors of Canada, LP, Flatiron Constructors Canada Ltd and WSP Canada. Their financial advisor is EllisDon Capital Inc.

This announcement comes after two partnership groups were reviewed after their selection in the request for qualifications last summer. Since that time the Green Line Board has been reviewing each consortium’s request for proposal.

“The selection of our Development Partner and launch of the Development Phase is an important milestone as we move forward with BTC to design, build and finance the Green Line LRT,” said Don Fairbairn, Green Line Board chair.

“The Green Line Board has confidence in BTC and their ability to work collaboratively as we collectively ensure we balance costs and risks with the long-term city-shaping benefits of Green Line.”

Up next is the Development Phase. During this process, they will continue work on the design and agree on project costs, risks and schedule before signing an agreement. As a part of the development agreement, the review has been extended from 12 to 16 months to nail down design and cost certainty.

The City said that the Implementation Phase will move ahead in 2024.

“As part of the Bow Transit Connectors team, we look forward to bringing our expertise in delivering large-scale transportation projects to the Green Line LRT Project,” said Ken Tanner, VP of operations for Flatiron Constructors.

“We are proud to share the trust of the City of Calgary as we significantly improve mobility for Calgarians.”
