The main item this week at Calgary city hall is the Combined Meeting of Council.

There’s also an Audit Committee Meeting and a Calgary Planning Commission meeting.

Combined Meeting of Council – March 8, 2022. 9:30 a.m.

The Tuesday meeting will start off with a United Way employee campaign presentation.

After that, there are eight items on the consent agenda. The provincial budget and Municipal Government Act discussion were spirited at the Intergovernmental Affairs meeting.  It’s possible, given the direction to send a letter to the province on the MGA, that it gets pulled for a full vote at council.

There are only 10 items on the land use and planning docket in Tuesday’s meeting, which is a light load ready for council’s approval.

Local improvement projects

Council will receive an admin report and bylaw request to approve $5.479 million for owner-initiated local improvements. The projects include laneway paving in residential areas and residential driveway crossings.

These projects were requested by area residents in all 14 wards. There are 61 total projects, with Ward 11 leading the way with nine. Ward 5 is next with eight and then Ward 8, 12, and 14 have seven.

The city fronts the cost and property owners repay the cost over time.

Residential Parking permit for heritage buildings

After a review of the city’s residential parking permit program in January 2021, council made significant changes to the program.

Feedback was received and administration was asked to look into pre-1945 buildings that were impacted by a loss of parking. This is due to a lack of on-site parking included for older buildings of that era.

After a review, administration has proposed an amendment to the bylaw to allow for 300 permit holders living in these buildings to remain eligible for the residential parking permit program.

Street harassment bylaw

Committee recommended giving three reading to amendments to update the city’s public harassment bylaw to include a specific definition for harassment and to update the fine to $500. They’ve also requested a dedicated public awareness campaign to address the issue.

Other Notices of Motion

Four other notices of motion will come to council, including remedying the legal non-conforming use of semi-detached homes, leaves for public members of boards, committees and commission and two land items.

Protests                              

After getting a briefing from city admin last week on ongoing Beltline protests and an effort by Ward 8 Coun. Courtney Walcott to have people document complaints through Calgary 311, the city will discuss a further response. This is a timed item, set for 10 a.m. Tuesday.

Event Centre committee

There’s a confidential Event Centre that will also come up at Tuesday’s meeting.
